[Foundation] Criteria, Voting, Membership What does it mean?

I think he's talking about Jabber Interest Groups. He wants each member
to belong to at least one JIG. Which is pretty reasonable... if you want
to be a foundation member, you have to have some interest area you can
contribute to :)
