[Foundation] Criteria, Voting, Membership What does it mean?

Kind of tragically funny how it keeps going around in circles... ;)  Perhaps
we'll have our own Jabber "Catch 22" membership rules in place:  To be a
member you must be in a JIG.  To be in a JIG, you must vote to keep JIGs.
To vote, you must be a member...  :)
