[Foundation] Draft Jabber Software Foundation Membership Qualification Requirements

I think that "Emeritus Members" is an honorary membership for doing
goods works for the organization as a former member or non-member.
I see an "Associate Member" as one that may be involved on a project
related to the foundation and working towards the voting member status.
