R: [Foundation] I: [Board] Agenda Discussion

I'm wondering if we need a dedicated Fundraising Committee? Also it would
be good to get a commitment from the Board (and maybe that lazy Executive
Director) on some fundraising targets and a draft budget before the next
Board meeting.
