Perhaps a cap on the number of new members that can be admitted during
each cycle should be instituted. That would force more careful
evaluation of new members and encourage a meritocracy.

This sounds reasonable. Perhaps there could also be a standard fee for
individual members ($25 or $50?). However, any individual could apply
for a yearly membership fee waiver to be approved by the council (or
some committee?). There could be a cap on the amount of waivers that
will be granted each year as well. This would let the definition of who
should have free membership remain somewhat liquid, while still
providing a fair process to give free memberships to those who
need/deserve them most.
