[Foundation] membership, money, and meritocracy

Another possible way to go, which I discussed yesterday with a few Board
members, is to have two levels of membership: full voting members (this
is the meritocracy) and something like "sustaining" members (people who
are interested in Jabber but are not core contributors). So that is
worth considering, I think.
