cohesion is nice but stagnation isn't and pointing no fingers it does
seem that 6 months is the effective limit on the council doing stuff --
the latest one went great guns and then for whatever reasons onlist they
seem to still be in the holiday spirit (they might have been doing alot
of stuff OOB but if we can't see it then it doesn't count in my book)

well personnally i'm not to keen on that as you could endup with people
effectivly having upto 18months membership -- it should be one rule for
