[Foundation] proposed changes to the JSF Bylaws

As we talked about in one of our recent Wednesday discussions (or was it a
Compliance meeting?), we need to make some changes to the JSF Bylaws in
order to clarify the standing of JIGs and to define members-only Teams. I
just drafted some proposed changes here:
