[Foundation] voting on new members

The open application period for new members ends tomorrow. So far we have
16 applicants but some of the applications are incomplete so we may end up
voting on fewer than that. Unfortunately we haven't worked on a new voting
engine so we will probably end up using memberbot yet again (and here I
keep trying to kill it off). The voting will most likely begin on Monday.
I'll post more about this as soon as I'm able.
