[Foundation] Clarifications On Name Change Proposal

If during the Teams investigation for a new name it was found the costs
exceeded available funds, then the team should recommend a fund raiser
with a time line or the proposal will not go forward.

The costs should not be very high with all of the talent and hosting
facilities within the membership of the JSF.

Indeed - what happens if the cost of changing turns out to be
prohibitive? If this referendum is accepted, does it REQUIRE (at all
costs) a name change?
