[Foundation] Motion for Last Call on JEP-60

I think deployment of pubsub will depend a bit on how many components
are written to use the protocol. It may be a bit of a component thing
for a while (e.g., things like idavoll) but over time I think more
clients will implement it as there are more cool services that use it
(e.g., auction services).

In my humble opinion, I do think we're ready for the last call on this
JEP. I read it over again in the last few days and I have several things
I'll ask Peter to change (mostly of an editorial nature), so I'll issue
the Last Call now.
