[Foundation] voting update

The original post announcing a change in the contest rules was the 4th
of march, the second change occured on the 5th and the finalists choosen
on the 6th. Given the small timeframe I think the posts voicing concerns
about the lack of process were sent in a timely fashion considering that
the JSF is an international community with members in nearly
everytimezone.
