[Foundation] Meeting time proposals for members in UTC 0 to UTC +12

If I understand correctly, he is suggesting having this meeting @ 21:00 UTC
besides the regular one @ 18:00 UTC. This extra meeting would be for
the slice of the globe that covers Europe.
