[Foundation] bylaws changes

In line with the discussion in the most recent Board meeting, I just 
modified the earlier bylaws change I had proposed concerning JSF Work 
Teams, and I've written a bylaws change regarding one-year terms of
membership:

I'm researching whether a bylaws change is necessary regarding the
Jabber Council, along the lines posted here:

I'm not proposing these changes quite yet, but will try to finalize the
text in the next week so we can vote on these.
