It was originally set up as a discussion among the Jabber Council. They
*are* supposed to be providing leadership, after all. :-) Sometimes that
involves discussing things amongst themselves to try to reach consensus,
then bringing their conclusions to the community to see if it works for
everyone. I would not characterize that as back-room plotting. Or at
least not always. ;-)
