[Foundation] Jabber.org Client Chart

My plan is to have two features: XMPP Core and XMPP IM compliance. Only
software (clients, servers, libraries, components) that are compliant
will get listed in the software directories on xmpp.org. For jabber.org
this will just be one more feature. But naturally this is not very
useful until the XMPP specs advance to RFC.
