[Foundation] XMPP.ORG Team Charter

I've written a charter for the XMPP.ORG Work Team. I've sent it to the
Board and have received no nasty comments in return, so I figure it's
ready for wider distribution. Please review it here:

serving on this team. If you are interested and have not contacted me
