[Foundation] proxy voting now in progress!

I've enabled memberbot to handle proxy voting on the Board and Council
elections. Please send a message to memberbot at jabber.org in order to
begin the process. Proxy voting will continue through 16:00 UTC on
Wednesday, 17 September.

There are only 5 candidates for the 5 Board seats, so that voting is
fairly easy (though if a candidate receives less than 50% of the votes,
that candidate will not be elected).

The Council voting is really hard -- there are 9 strong candidates and
only 5 seats (Nick Perez has pulled out because of time commitments). 
Personally I felt I had to make some really tough choices, but the good
news is that all of the candidates would make good Council members, IMHO. 
But you may want to review the list of Council candidates and their
position papers before you vote. You can find them here:
