[Members] proxy voting enabled

I've set up memberbot at jabber.org to handle proxy voting on the current 
applications as well as the additional vote items proposed by Ralph 
Meijer. Please send a Jabber message to memberbot and he will walk you 
through the voting process. If you receive a message saying that you are 
not in memberbot's roster, please ping me via email or Jabber and I will 
add you to his roster.

I will try to keep memberbot up and running continuously until the 
morning of July 27th. If you notice that memberbot is not running, 
please ping me and I will restart him. (He has a few bugs that can lead 
to catastrophic crashes -- I need to fix those one of these days...)
