The only place that I would see a "JSF Official Project" might succeed is in
a product area where there are no existing implementations at all competing,
it might help to start something up, but it would likely be a tuff struggle
as if there are no existing implementations its because of one of two
reasons, its either something noone is interested in, or some brand new
concept in software.
For brand new things its probably best to spread the idea around and see if
projects spring up without the JSF needing to get involved in an official
capacity and to see if there is any interest.
And for things noone is interested in its of dubious value for the JSF to
get involved, as if noone is interested making it a JSF official project is
unlikely to change that, but it might be worth a try.
