I don't care about fairness.  :)

I'm just saying, last time around a number of client authors -- I won't 
name names, but it's there in the list archives -- screamed bloody 
murder.  Certification, it seems to me, is going to need community 
support to actually /mean/ anything, and I'm curious what it is that's 
changed that we believe the community will support it this time.

It's all well and good to talk about how to go about it, but I'm more 
interested in why we think there won't be outcry about 'I don't want to 
be forced to have to implement pubsub, I'm not interested' or whatnot, 
like last time.
