Not quite. My sarcasm (which might've been lost) was in response to
this sentence:

I feel that everyone does NOT deserve the title inherently. Richard
thinks that everyone SHOULD be able to attain it. So to address that
I propose we have two measurements. Certification, which all may
attain [1] and "Official JSF" which only the best can attain.
Compliance and "Best" would be measured by us, the JSF Members. Well
now that I think about it, the Council would want to have some level
of oversight for "Official JSF Software". We would recommend, they
would approve.
