The revision note for Version 1.14 of JEP-0001 (2004-09-28) states:


modified Proposal Process to specify that the Jabber Council shall issue 
Last Calls on JEPs for which it is the approving body, with all 
discussion to occur on the Standards-JIG list;


As I recall, having the membership issue the Last Call became quite 
confusing, since technical discussions occurred on the members@ list 
(sometimes cross-posted to standards-jig@, sometimes not), it was not 
clear where such discussions should take place, members@ is not an open 
forum (and we are committed to holdling our technical discussions in the 
open), etc. So we decided that it was better to hold all the JEP-related 
discussions in the open on the standards-jig@ list to reduce confusion, 
and both the Board and Council approved that change last September after 
seeking input from the membership:
