This could be related and may provide the 10,000 ft view, but how about 
a dependency graph between the RFCs and JEPs? I know that information is 
available and should be easy to pull out of the XML versions of the JEPs 
and feed that into Graphviz's dot. I would expect some patterns to 
emerge. Service disco would be linked to nearly everything, and file 
sending would be a big branch of consecutive JEPs.
