He basically chose not to reapply.  I see no issue here, carry on.

That he considers the wiki a barrier means that he should have
addressed that before the app period closed.

That being said, remind me why user registratios have to be approved? 
Peter, there are measures you can take to prevent wiki spam that don't
involve locking it down so tightly.  Talk to me off list if you want
to pursue this, I've done it already with Mediawiki.
