XMPP Standards Foundation sounds better and should do a better job in
setting up an image of strength.
Note that in the Open Source development world, people are used to
deal with foundation, such as the Apache Software Foundation and the
Eclipse Foundation, for example.
The word "foundation" is thus well accepted whereas the word forum
would probably raise more questions.
