Well, we could start out with free certs (for the first 1000 or
whatever) and then charge for them later. But IMHO how we pay for this
(through regular JSF funds, through donations, through charging for
certs) is a separate issue from whether we want to proceed with the ICA.
I'm confident that if we need to start issuing a lot of certs, that will
mean lots of people are deploying XMPP servers and we'll be able to tap
into that adoption for fund-raising purposes.
