This could be completely automated. Given a database of members with
their dates of membership, it shouldn't be to difficult to automatically
create the list of members that need to reapply and send it out. Also if
we have a standard way for people to apply it shouldn't be hard to
automatically get memberbot populated with what needs to be voted on. It
also shouldn't be hard to automatically start up and ensure memberbot is
running and to have it spit out voting results to the appropriate lists
at the close of voting.
