[Members] motion for special meeting

In accordance with Section 3.3 of the XSF Bylaws [1] I would like to 
motion for a special meeting to vote on the following proposal:

If you are in favor of holding a special meeting (and as usual an 
assocated proxy vote via memberbot) on that proposal, please second the 
motion. If at least 10% of the members second the vote (i.e., about 6 
people), Alex will set up a vote and meeting on this matter.
