[Members] XSF membership: what does it mean?

About the reviewing stuff, I think it should be split up into several  
work groups. Having 5 people deciding on all the XEPs sounds too much  
for me. Why not have for example a Jingle WG, that decides on all  
Jingle XEPs. Plus many of the XEPs depend on external technologies  
that don't have much to do with XMPP. And I don't think that all 5 in  
the Council are familiar enough with all the stuff involved in Jingle.  
For example, it would be useful to know a bit about specific codecs to  
decide which should be declared preferred by the XEP etc. (Don't get  
me wrong, I'm not saying that the Council doesn't know what it's  
doing, I just think everybody has one topic where he knows more than  
for others - so why not put all those who know a lot about Jingle  
related stuff in a Jingle WG and let them work on the XEPs?)

Note: Although I speak of Jingle here, this is only an example.  
Another WG could be for strong end-to-end crypto, for example.
