Correct, limiting the number of Board members as we have done previously
for the Council.

Hrm, I thought we had officially updated the bylaws to set the size of
the Council at 5. However, it seems that it was simply a Board decision
that was requested by the Council back in 2003:

I suppose the Board could make a similar decision regarding the Board,
or we could have the members vote on this.
