As new memberbot is still in development it's good time to decide
whether non-binary voting should be allowed. If so I'll have to review
design as I've done some assumptions about this to make implementation
I don't think this is hard thing to code, but I need to know whether I
should at least keep it in mind when implementing memberbot.
