[Members] infrastructure team

I'd like to start defining our teams. Here's a first pass at the
infrastructure team.

As mentioned, this team works on system administration of the XSF server
machines as well as various tools, including:

1. source control (Subversion and various Atlassian products)
2. web (lighttpd, MySQL, WordPress, MediaWiki)
3. email (postfix and Mailman)
4. DNS for xmpp.org (hosted at StartSSL.net)
5. certificates (not used now but will be in the future)
6. XEP conversions to HTML and PDF (xsltproc etc.)
7. XMPP server at xmpp.org (Prosody?)
8. data backups (via ASET at Penn State)
9. operating system (Debian GNU/Linux)
10. probably others that I'm forgetting right now

The team currently consists mainly of the following XSF members:

- - Jonathan Siegle (data backups, mail, OS)
- - Kevin Smith (SC, web, OS)
- - Matthew Wild (web, OS, maybe XMPP)
- - Tobias Markmann (XEP tools, web)
- - Peter Saint-Andre (DNS, certs, XEP tools, mail, web, SC)
- - Jeremie Miller (emeritus member looking after the physical machines)

Others who have helped a bit here and there include Florian Jensen, Jack
Moffitt, Marcus Lundblad, Will Sheward, Alexander Gnauck, and Dave Smith

This team does not have an official charter as required by Section 8.3
of the Bylaws <http://xmpp.org/xsf/docs/bylaws.shtml> but it would be
fairly straightforward to define one. We also need to assign a team lead
(if the Bylaws are to be believed).

If you are interested in helping with this team, please post to the list
or ping me via IM. Current team members, feel free to chime in with
tasks you think need doing, text for the charter, etc.
