Right, the Council is the approval authority, and we're given rights
(in, I think, the Bylaws) to overrule any outside opinion.
But there have been discussions suggesting that the Council might
require a certain number of formal reviews to actually happen prior
to advancement, so reviews in general may actually acquire an
informal weight.
