But I don't think that's very interesting.

The model for the Council is that all the interesting work happens on
the standards at xmpp.org list, in the jdev at conference.jabber.org chatroom
(does it make sense to run chatrooms at xmpp.org perhaps?), etc. All
those people who do the work can attend Council meetings, provide
feedback and input regarding specs, request Last Calls on their XEPs,
and do everything but vote.

I see the Board meetings happening similarly: the membership will do all
the interesting work, such as planning XMPP Summit meetings, improving
the XSF infrastructure, working on blog posts as Nyco has been doing,
writing interop testing software if we get into that, proposing text for
modifying the Bylaws, etc. When the Board holds a meeting, the Members
will be directly involved in those discussions. It's just that when
certain topics come up for a vote, only the Board members will be able
to say "+1" and have it stick.
