You ask a good question.
As it is structured right now, the XSF needs members, because legally it
is a membership corporation. I would prefer that we have members who
know enough about the technology to make intelligent decisions about who
should serve on the Council.
I realize that what I just wrote is perhaps not fully consistent with my
original message in this thread (we need contributors, not [passive]
members). I'm not sure how to square the two...
