[Members] Bylaws Section 2.1

Back in March I proposed a change to the Bylaws regarding membership
application periods:

Lots of members seconded it, and Dave Cridland had some feedback. Based
on that feedback, I've adjusted the proposal as shown below.

CURRENT TEXT:

Applications from prospective new members shall be accepted during the
first 10 days of each quarter (i.e., in January, April, July, and
October), which membership applications shall be considered at a meeting
of the Members to be held not more than 14 days after the close of the
application period.

PROPOSED TEXT:

Applications from prospective new and returning members shall be
accepted on a rolling basis and shall be considered at quarterly
meetings of the Members in January, April, July, and October.

I expect that Alex will include this in the next voting period along
with the membership votes, but I will leave that up to him since he is
the Secretary and can verify if the percentage requirement has been met
for seconding of proposals.
