It's certainly not at that level, no - but although it's currently  
quite quiet, it could get busy again.

It *is* always low enough that it's possible to do the work without  
an employer's support (and that's utterly impossible with IESG). It  
*can* be high enough (Jingle to Draft springs to mind) that it's  
certainly more comfortable to have some support from an employer if  
possible.

In general terms, the job of people on Council is to make sure  
nothing slips through; as such, it does need a commitment of time,  
whether that's with support from an employer, or just a personal  
acceptance that a few evenings might be taken up with scrutinizing  
specifications.
