Good quesiton. Kevin Smith and other people currently serving on the
Council can provide further insights, but I see the responsibilities as:

- - keep up with traffic on the standards at xmpp.org list and other
technical lists we maintain

- - read and comment on incoming technical proposals ("ProtoXEPs") as
well as XEPs that are being advanced from experimental or draft

- - provide input on various technical topics that arise in relation to
XMPP and the XSF (e.g., our involvement with Google Summer of Code)

- - attend the weekly or fortnightly Council meetings (typically 30
minutes long or less) held via multi-user chat

- - vote in a timely manner on various Council business (accepting new
XEPs, advancing experimental or draft XEPs, deprecating and obsoleting
active/draft/final XEPs, etc.)

I'd estimate that the time commitment is ~2 hours a week, sometimes
more and sometimes less.
