I don't believe the gist of the criticism here is about the way Hangouts
were designed (although many of us would have something to say about
that too).

The problem are really the claims that Google seem to be making, that
kind of say: "We'll stop XMPP federation and 3d party clients, because
the technology is not working for us any more".

The very interesting (and most puzzling) part here is that, as your own
tests have shown, it actually does work currently.
