And there is. While I've been Council Chair I've tried to attend all the
Board meetings, and interject as (in?)appropriate.

I don't think Council are the right people to be doing this. Board have a
remit on 'that side of things', and I don't think it's healthy to suggest
that Council's job is to keep tabs on it.
