[Members] Anonymous membership

We have a person who is submitting an application to join the XSF under a
nickname/alias:

http://wiki.xmpp.org/web/Membership_Applications_Q2_2015

Additionally, instead of submitting an application, they have simply linked
to their wiki user page.

I'm not sure if under the current bylaws this is permissible logistically;
we cannot verify whether this person may already be an XSF member, who
their employer is, or if the person may legally become a member of a
corporation (eg, is an adult, etc).

I'm all for people being able to participate in online discussions and
social media anonymously, or under whatever non-impersonating name they
choose, but membership in a legal corporation is an entirely different
matter.
