Hi,

Agreed. There has been a good attempt at clarifying this in XEP-0345, and was on the Board agenda for a vote on their meeting of August 6 2015 [1]. As can be read from the logs (there are not minutes of this meeting), there were some technical issues with the text, and I motioned to have the author (Dave Cridland) to propose new text for them. As far as I know, this hasn't happened yet, but we should fix this. I'm putting it on the Board agenda for our next meeting.
