Largely that the Board actions are those that affect the membership, while the Council actions are those that affect the standards. The membership are all subscribed to the members list, and those interested in the XSF’s standards work are subscribed to the standards list (In fact, Council minutes have been sent to standards@ for a very long time, while Board minutes getting distributed is relatively recent). The distinction makes sense to me, but if people want Council minutes to go to standards /and/ members, that’s viable. It just means the vast majority of members will receive them twice.
