git://git.xmpp.org with (mostly) world-readable git repositories using
e.g. gitolite to manage the persons(/entities) with push access.

Optionally cgit for http(s) access to and viewing the repositories.

Optionally syncing with a github repo. But only if it's guaranteed that
someone feels responsible for handling incoming pull requests. This
is/wasn't the case for the gitorious XMPP repository and leaves a bad
impression to people trying to contribute.
