The social part says « Secondly, XMPP's realtime nature means users of a 
social service will receive immediate updates when another user does somethign 
that involves them (for example: you were @mentioned in tybalts-
party at capulet.lit). »

While it is possible to do that in theory, I don't think there is any XEP to 
mention somebody in a message/blog/anything.
It would be trivial to write one though
