[Members] discuss.xmpp.org - Let's establish a great discussion venue for XMPP

While I don't have any personal experience with Discourse I'm all I'm favor
for migrating to it.
The current situation in regards to archives and search is terrible.
Especially for outsiders or new comers who can't use their Gmail search.
