This is what I have been saying from the start.
(I don't think this is taken out of context, please correct me if so.)

To me, and this is where people probably disagree, this is done by
accepting that we are currently hosting a controversial document (still
Experimental nonetheless).

Rather than working hard on wasting time on trying to kill it now at all
costs, work on bringing a new document to at least the same level of
acceptance by the community, and only then deprecate the former,
(because yes, everybody agrees the XEP is bad in lots of ways).
