There was discussion about this on the open-source foundations list
(which, paradoxically, is a closed list). One condition of the grant
program is likely a deal-breaker for many organizations and projects:

  Demonstrate previous experience in managing grants of at least
  US$250,000 within a one-year period.  Experience in managing subawards
  to local groups is desirable as well.

We don't meet those criteria. However, it's possible for free software
projects to work with https://techcultivation.org/ or a similar group.
