[Members] Update on XSF board meetings

Hi folks,

Due to the inability of the current board members to find a time
window during which all directors are able to reliably attend on a
weekly basis, we are no longer holding our board meetings weekly. The
date of our next meeting is not yet selected, but we will announce
when it is.

I'm sending this email for a number of reasons. Firstly, transparency
- although this change has been discussed in the XSF public channel
(our usual meeting venue), and our lack of meetings may have been
observed, this change and its cause may easily have been missed by
some members.

Secondly, I want to make clear that apart from reducing the frequency
of meetings, nothing else is changing. Some concern was fairly
expressed that our meetings are a convenient place for people to bring
up issues and items for discussion, and this opportunity may be
missed.

Such contributions will continue to be welcome when our meetings occur
(which will be at least quarterly). However I also encourage people to
make good use of alternative ways to voice relevant issues: posting
here on the members email list, in the XSF public XMPP channel, or
with board members directly as appropriate.

Due to the reduced frequency of meetings, it is expected that we will
conduct more business (including voting) via asynchronous email when
necessary. Records of such actions will be posted here, as is usual
for our regular meeting minutes.

Finally, I want to make clear that this change is due to current
circumstances. There is no reason it has to be permanent if we resolve
our scheduling issues and desire a return to weekly meetings. I would
like us ultimately to settle on a process that works well for
everyone, members and directors alike.
